ABSTRACT: In this introductory-level presentation, Dr. Buckendahl describes the strengths and weaknesses of common approaches to evaluating tests and testing programs, discusses reasons why organizations may or may not participate in an external evaluation, and illuminates opportunities for Buros and the measurement community to increase their involvement in educational policy deliberations. BIOGRAPHY: Chad W. Buckendahl, Ph.D., is a Founding Partner of ACS Ventures, LLC. He provides psychometric and testing policy consultation and leads validation and research projects for a range of testing programs. Dr. Buckendahl’s research interests are applied psychometrics including alignment, legal/policy issues, standard setting, test evaluation, and validity. He was a co-principal investigator for the Evaluation of the National Assessment of Educational Progress (2009), a chapter co-author for Setting performance standards: Foundations, methods, and innovations 2nd ed. (2012), Assessment of higher order thinking skills (2011), Handbook of test development (2006), and Defending standardized testing (2006), and co-editor and chapter co-author for High stakes testing in education: Science and practice in K-12 settings (2011). Dr. Buckendahl has also served on committees for membership, outreach, and program for the National Council on Measurement in Education (NCME) and as an associate editor for Applied Measurement in Education (AME). He currently serves as chair and a psychometric reviewer for the National Commission for Certifying Agencies (NCCA) and editor of the Journal of Applied Testing Technology (JATT).
