The Impact of the Testing Standards (April 2010) (45 min.) LEARNING OBJECTIVES: 1. Describe the evolution of the Standards over the multiple revisions as evidenced by major changes in the development and content of the Standards. 2. Compare the outcomes of the efforts of the Management Committee in developing the charge for the revision to the decisions about membership of and final product by the Joint Committee. 3. Assess the key challenges faced by the Joint Committee in making decisions pertinent to the content and focus of the Standards. 4. Identify the major changes presented in the 2014 Standards. 5. Discuss the intended and unintended uses of the 2014 Standards. ABSTRACT: In this introductory-level presentation, Dr. Plake covers a brief history of the Testing Standards, including changes in approach, content, structure, stakeholders, and objectives over time. Dr. Plake also discusses intended use of the Testing Standards, as well as real life contexts in which the standards have been put to use. She then goes on to describe empirical research demonstrating how changes in the Testing Standards for validity have influenced test reviews. Finally, Dr. Plake discusses the current revision process for Testing Standards, including key players involved, objectives, considerations, and procedures. BIOGRAPHY: Dr. Barbara Plake received her Ph.D. in psychometrics from the University of Iowa in 1976. She is Professor Emeritus at the University of Nebraska - Lincoln and is a former director of the Buros Institute. During her time as director, Dr. Plake created the Buros Center for Testing, co-edited Applied Measurement in Education, oversaw eight Yearbooks and four volumes of Tests in Print, served on numerous editorial boards for journals, and published more than 130 scholarly articles. She has previously served as president of the National Council on Measurement in Education and of the Midwestern Educational Research Association and as a consultant with the American Institute of Certified Public Accountants, The College Board, and many state assessment programs. Dr. Plake is also a consultant and co-chair of the Test Standards development committee.
